Fuel Pump Problems

Can anybody help me, been to three mechanics, have replaced two fuel pumps, sometimes the pump gets fire, sometimes it does not. Some say its a short in the wires, some say its the computer, some say its a relay problems. But no one can say for sure.

The pump inside the tank needs minimum 1/4 of gas to keep it cool, if you run it with less gasoline the pump burns of overheating.
