is god willing to prevent but not able to? is he able but not willing?

I think that the people who believe, once they see this discussion, will fill it here with a lot of excuses, interpretations of the bible and general attempts to justify it. Since I am a atheist, I lack belief in the existence of gods and so I cannot say that one entity is evil, good , whatever if I do not believe in its existence.
