Begging or Earn

Do you think a person should beg to spend his life instead he can do some work and earn money with his own effort. I have seen people Who are handicapped or with some serious injury but they learn and earn money with their own skills. And I have also seen people who don't do any work even they are absolutely alright but they beg and get money just telling their story and people also give them money is it alright?
