Can you start with any web site and following links get to any other web site?

I've been trying to think of a chain game based on the "Six degrees of separation" idea. Can you start with any web site and following links get to any other web site? Search engine sites not allowed and it would probably take more than six with backtracking at dead ends. Does this sound like a plausible idea or should I add it to my other failed chains?
