Does anyone know what IP2IP software is?

I have heard talk of this software good and bad. Some how you can target a group of IP numbers and send them pop up ads while they are on-line.
To me this sounds unorthidox and perhaps even illegal?
Then again I am ignorant on the subject. I know there are a lot of marketers on mylot so I thought someone could better inform me.
