Is India really Tourist friendly?

Foreign tourists to India are being raped & killed on a regular basis recently. When they visit India, even taxi/auto drivers, shop keepers has the tendency to charge more than usual from them. India has so many historical places & sites to offer for the visitors, may be more than by any other country, yet why couldn't we be able to capitalise on it? Do we lack the professional approach?
