After war or disaster destroys a city,how is it rebuilt?

In today's rush to rebuild New Orleans after hurricane Katrina,urban planners are looking to Europe for answers to many of the tough social questions now arising,such as how to best relocate thousands of poor families,integrate social classes and avoid the return of slums.poor neighborhoods sith high unemployment were among those hit hardest by floodwaters from Katrina.no one is saying Europe has all the answers,but with its experience rebuilding after world war II and rehousing millions of displaced people,the Europeans definitely have learned clearly about them.

i think it is finished an d there is no more word for the rebuilding and this is the final thing ...................but the rebuilt thing is of less chances and this leads to the giving rise to the poverty and many problems get started
