internet - a place for easy earning of your efforts or a palce to became a fool

i found mostly people or site [job oriented /net earning] are fooling people.mostly [hype/ptp/ptr ] site used free/paid member,collect signup money and get vanished and we can not do any thing because no one has time to take care of that.we cannot stop them of doing so.this is my personal experience.what do you say?. can we stop them.
