Alarming rise in fertility rate- in control?

in Bihar, a state in India, there are more children being born to couples and more children suffering from lack of nourishment.
With more children, Bihar is now seeing a rise in the percentage of underweight children and those suffering from growth-related problems.
Is is heard that Couples were having more children earlier as infant mortality was high. But now even hough fewer children are dying, the rise in fertility is unusual.
Can any body suggest ur openion to control this?
