What makes a good response to your Topics.

There are so many Discussion topics and so many with bad responses that one wonders how to get a good response. Can anyone help me since I got the most ever was 7 responses. I see somtimes people get 60 ood responses so the question is is this a fair response or are some people not operating according to the rules?
