Rescued mountain climbers...who should foot the bill?

More people (and a dog) are safely rescured from their mountain climb. In the last 25 years, 35 people have died climbing this mountains, while countless others were rescued. Who do you think should foot the bill of rescue missions when people willingly challenge the odds?

For me, it has to be the host country. No one else has the capability to do it. Definitely, the beleaguered people who needs rescuing cannot be expected to do it for themselves. Nor the countries where they came from, if they are tourists, can fund the rescue unless that country is a really economically rich one. I honestly believe that, this is the reason why mountain climbers are required to register with the authorities before starting off - so they can immediately initiate a rescue if something off hand takes place.
