How do you decline an invitation when you simply don't want to go? Should you make up an excuse?

If you decline an invitation directly then there is more of a chance that the person inviting you will get hurt and I don't like to do that. So I usually make up an excuse when I want to decline an invitation.

just tell the person that your not in the mood to go or say you made other plans a while before you got the invitation to go somewhere else!
