Help with adding pictures

I want to add pictures to a few of my comments and lots of my discussions I start, about half the time I can't find the link to start the discussions under certain topics much less where to add a picture. I know there has to be a way considering it shows pictures already there. I wanted to add a picture of my horse to the horses interest but cannot find a link for the pictures much less to even start a discussion. Please help me.
