drive belt for 40" lawn mower

My drive bvelt constantly jumps off the pulleys when engaging the clutch. I have adjusted the tension from completely loose to completly tight and it has no effect. The belt is not new now but i changed belts and it did not help. after the lawn mower is moving, it is OK.
Any ideas?
