I don't think that any one country has a monopoly on stupidity. There are varying levels of intellect in any population. What varies from country to country is the level of formal education and the economic opportunities to learn and to develop the mind. The human brain is the same whether it is in a person from the U.S., England, Canada, Portugal, Iraq, India, or anywhere else in the world. Humans can learn when they are presented with the right opportunities and advantages.
