Who's responsible for letting 9/11 happen?

Former President Bill Clinton’s recent defense of his record against terror has prompted both sides of the aisle to point fingers. Where do you place the blame? Who do you think is responsible for allowing the 9/11 attacks to happen?

I believe Clinton's lax administration allowed terrorists to get through the system, but he cannot be blamed for 9/11. The people who are to blame are the extremist Muslims who align themselves with Al Quaida. While things could possibly have prevented the scope of the attack, I do not think it would or could have been prevented entirely.
