What to do with an inlaw that takes advantage of others?

I have a brother inlaw that lost his license due to driving while drinking many years ago. He still drinks and does drive in town where we have no police. His son went into the service now he expects all of us to run him around. The towns we have to run him to are 10-90 miles away. I understand he has to see doctors and such 90 miles away but it drives me nuts how he expects it. He calls here and expects his brother to drop everything and come instantly which he usually does. I try to tell him he doesn't have to run the minute his brother calls but he says it is just easier or he will call everyone else and here a number of times. Now the brother doesn't call me too much but has been calling a bit more then he used to. I tell him I will be done with whatever it is at such and such time and then I can take him. He doesn't act too happy but I am sure I am his only option when he calls me. What should I do if anything about this?
