Is it possible to locate a mobile phone caller who is moving while making a call.

Yeah it is possible to do so. The police and other special forces can do it. It is no different to tracking a land line really. Or maybe I have been watching too much CSI.

It always have been possible... Usually in an flat open area with no interference such as buildings, power lines, other radio signals, or at least not too much of it, under those conditions, hills, other electronic equipments & etc, typical cell. phone towers have approx. 10 miles radius... Of course average person live under a condition that is affected by at least one or more of those situations, which will cut down on the coverage, sometimes in worst case, down to with in few miles... All they have to do is find out the last know tower that your cell. phone accessed... Most of the current phones are even worse... GPS aside, most phones will access "multiple" towers... With a cell. phone tech. improvements, so did the "Hand off" techs... When your cell. phone is about to get out from the reach of one tower, it will look for another... At any given point, you could be accessing 2 - 3 towers at one time... They can track you down within 1/2 block radius...
