Is there any was to stop or control hackers?

Recently, a hacker broke into software at an online music retailer and stole 30,000 credit card numbers. Then he tried to extort the information by saying he would destroy the records if he was paid $100,000. If he was not paid the ransom money,he would display the information to the internet. There are many hacker out there so you cant do anything you just need to take precautionary measures like installing a good firewall.There are many bad hackers and to keep them at bay we have white collard hackers too.So taking their help will be a good advise.
