There must be around 5 cats that live in my neighborhood. Every morning I look outside my back door and there is some cat lounging around my yard. They ripped up my netting on the gazebo and and cause alot of damage to my garden Is there something I could put in my yard to repel these critter?

I don't think scaring them is quite effective, they have strong senses, they know it I'm telling you, sometimes even real people who wanted to scare them, cats will just move with act of leaving and pause for a moment and look back at you, it's funny because cats are also good in eye-to-eye contact and sense if you're serious or not, if not, you will realize that they are inside your yard again.

This is going to sound like a strange suggestion, but it works: Some night after dark, have a male friend go out and "mark" the perimeters of your territory. The other animasl will be able to tell by smell that this is someone else's territory, and will stay out after that.
