How to take action on sites which don't keep their promises?

Whom should we complaint? I have all the snapshots of my earnings. Can I sue and where Can I complain and get the sites and owners to end their wits on people who spend money and time?

If you find out please let me know as I have lost enough and I think its time to take action against people who swindle us out of our hard earned money!
