HELP Please..Neighbors' Dying Trees

My neighbors have 2 trees that sit to close to our prperty line,and they are not healthy.We have gotten a couple branches in our yard from them already,and on one it splits low at the trunk,and one half looks dangerously close to coming down.If it did it would land on our shed,and if,heaven forbid,the shed didnt stop it How do i go about getting them to take it down? They don't actualy live there,as they are preparing foe a sale.Should i wait untill they sell it,and talk to the new owners? Is there any resources i could take with the city to force them to take them down? Any advice/experience would be appreciated

This year during a wind storm a tree that was in my yard fell on the neighbors patio and anothe fence adn finally a shed. The good news was I was not resonsible for any of it. From the way the city bylaws here are if the branches over hang your property you can have them cut off and if the tree is unhealthy and poses a danger you can petition the city to have the owners remove the tree. It is not as simple as i make it sound but most cities have a bylaw against dangerous trees. The one that fell from my yard tried to have it removed but had to get neighbors to agree and they all said no strange how the tree fell on there stuff not mine.
