Bicycle lanes: how safe are they?

I don't know if there are bike lanes in your country, a lane dedicated to bike users who enjoy riding bicycles either for fun or economic reasons, saving money on fares. There are supposed to by bike lanes here but most of the time they are used by cars as well. Unless there is a strict implementation of traffic rules, bike lanes are useless and are even more dangerous. Given the maturity and level of discipline of drivers today, bike lanes have no place. What do you think?
