local study or go abroad, which one best for specialist?

Yeah, continue from General Pratitioner to specialist are most every GP dream. But there're also many difficulties to reach it. Not all could get into it because of economic problems (study-living-etc costs) during the education, more than that, birocracy also could make some trouble especially in Indonesia. For example, there're several countries offering a free study cost..sounds great..But what we get after finishing the study, become specialist and go to our home Indonesia--here after we must facing the rule that a specialist must take an adaption at hospital for round 1-3 years. different if we choose local study, it no need to take the adaption rule, but it's Expensive cost for study!!! So?? Which one do you prefer to take specialist study???????
