Can Wars be really won?

Debate over this if you can, can a war be really won. Look at the WW1 and 2. Who really won? The UK is still paying off its national debt but Germany and Japan flourish in its wealth. We send Soldiers into battle in Iraq, but can we really win? I dont think so. Everytime a dictator is taken from power there is always a new one to take his place.
