does your country forbidd you from sending money via mail?

yesterday i went to the post office to send some money to my friend who resides in canada(i live in israel btw) i went to a post office yesterday to send the money but they told me you cant send money from here only local money send is allowed here they told me to send it from the central post office so i went to the central post office to send the money but they told me you cant! they told me you must make it a cheque and you must have an ID so i went to the Dhl to send the money and the same problem YOU MUST MAKE IT A CHEQUE MONEY FORBIDDEN TO SEND after i asked some people and friends,they told me to hide the money in something so here i am.i hid the money on a PS2 cover and i went to Dhl to send it but surprise they checked the whole ps2 before they send! so they found the money and they kicked me out of the Dhl office they told me only way to do is to make it via western union or a cheque from the bank the nearest bank is 20miles away from my location i dont know how to use WU can someone tell me how? and do i have to be registered or something? i dont have an id because im only 14 i have a passport with my picture so any advices?

Hello thehate2k6.... Using Western Union to send money is easy, just go their office and explain what you're trying to do. I'm not sure if there will be any restrictions because of your age. Do you have any adult friends that might be willing to help you ? Tom

no i dont have any adult friends and there isnt any WU agency except the money exchangers and the central post office and i can bring my passport with picture on it right?
