how can you say no to your best friend when he need something urgently?

At times you are realy helpless that unwilling you have to say no to your friend, who has helped you in bad times of yours,but if he is a good friend then he will try to understand the situation of yours but still you wouls feel ashame when saying no to him.

I still haven't learnt how to say no - people still assume I mean yes. I have helped out a lot of people over the years and I guess I should have been more sensible and said no so they understood the word no. I do feel guilty when I have to refuse though
