Taming a bird

I have this great bird. He has been passed around a bit and is not very tame. I have gotten him to come out a time or two, and can pet him through the cage. He will not come out of his cage most of the time and if he does he mostly gets on top and sits.
I have gotten him to eat out of my hand a few times but he will not let me get close most of the time.
I can not catch him as I am afraid it will hurt him. See he had a broken wing that was not treated and is at an odd angle.
Any suggestions of how to get him to let me get him out away from the cage so I can get him to feel at home here?

I like Cocktiel birds very much and they are very cute to see.I have Cocktiel bird at my home and i love it very much.Everyday i take care about these types of birds and about their food and diet.I usually watch in TV different types of birds and whenever i went outside i will keep these cocktiel birds in a safe place.Cocktiel birds look very cute and colourful looking.
