my dog is affraid to leave the house..what can i do?

need your advice here i have my dog for five years now and in the past month he is refusing to leave the house he is tiny and looks like a puppy and very sensitive we took him from animales rescue team because he was abused at first he had this problem but it was solved and in the past month there again the same problem we run after him all over the house when we have to take him out to do his..he runs away and cryies what can i do to solve this need your help here.thank you
