I'm confused. How does free20.com work?

Can someone please explain how free20.com's CPM affiliate program works to me? I joined the program and after 3 months of consistently sending traffic to the affiliate url, I have earned only 3 cents. It is pathetic. I don't want to jump to conclusions and call it a scam yet. The only problem is; how do they count their impressions? do they have tiers, or do they accept traffic from all countries? The site itself has no information concerning this. It makes them seem like scammers.
