Quality control on government Projects

In most of the projects(either infrastructure/facilities or something like education),executed by the private sector follow the quality control process, and see that nothing goes wrong.If it occurred ,they feel ashamed and have to accept their inefficiency. But,why in govt projects,there is so less quality and they repeat mistakes again and again, and we the people get the bad services. I agree,for some part of it to do with resources,but even those projects which are not Dependant completely on resources are executed as per their wish and eventually give bad results. Like managers in private sectors all our top officials are highly educated (IAS,IPS.etc..) still why repeat the mistakes and our ministers don't feel they are accountable for all the errors and always blame on several other things..
