Salary increment for IT Pros with experience or with certification ?

According to the stats,overall salaries jump 3.3% across the industry.
From the trends in the report, IT pros benefit the most in a Cert (e.g:MCSE) if going to land a new better paying job, from contract to perm.? However, once hired into the job, especially into a perm position, there seems to be not much incentive to "cram" for next cert.
If all things be equal (age,education,experience) in the long term, same salary scale between a certified and non-certified person appears to be the same eventually.
So there appears to be 2 school of thought, among my IT peers.
The 1st group:
since your IT skills is almost 90% learn on the job,do a good job, get a good testimonial when leaving for next job,SAVE the money for management course (cos' most IT manager have good technical training, but sucks in business management!)
2nd group:
Invest and prioritise your time to study for the cert, do the minimal requirement in your job(during your contract), hope to land a perm position for the next job (with yr cert)
