Help me with PAYPAL .Please,please help me

When I click on new user button on paypal site.Nothing happens, I just remain on the same page(homepage). Same is the case with all other links on the paypal homepage. In my country (India),PAYPAL is available, yet i cannot make a new account.What is the problem. Please help me.How will i earn if I dont have a PAYPAL account.
