no name on sons birth certificate no fathers name

my husband wants to change my sons name to his we have filled out the papers to put his name on his birth certificate what elese do we need to do

If he's not the biological father, he should adopt him; then the birth certificate would show his name as father legally.

the lady from human resources said that becausa no father was named my husband could sign an affavavit to put his name on his birth cert then he would be saying he is claiming him as his son
