I think people that shout instead of talk need a hearing aid. If their hearing is fine and they still shout, I think they were raised in a family where noone listened unless someone screamed at them. Or I'd think they were often ignored at work or in school and adapted this method of beeing noticed.

According to what I read
a long long time ago...
some people shout while
talking because they have
hearing problem themselves.
They can not hear audibly
what they say so they tend to shout.
Hope it explains.

I think it is because they are so desperate to get their point across that they want to make sure that you hear it. Also I think some people believe that if they talk loudly you are more likely to believe what they are saying.
