Video cd piracy....what is the best solution?

The vcd piracy is an unsolved problem,technicians say that vcd can't be copy protected,but being the most popular media vcd piracy heavily affected the profit of film industry due which the government also have lost a big amount of revenue ...So what you think the best solution for fighting against piracy of vcd.I am worker to develop copy protection in cd or dvd.But I would like to know is there any solution rather than technical one?
