+ and - buttons

Could someone tell me please what the + and - buttons are used for one the right hand side of the screen on the discussions pages. I clicked on my to see what would happen (as you do lol) and it said 'rated' so could you please tell me all about that as well thanks.

I am not sure but I think it is to rate the answers you recieve.

Apparently it is to rate answers to your questions, I thought giving them the denoted rating was all I had to do, ah well we just newbys will have to stick together until we get experienced enough to take on the big guys lol.
