Should lottery winners be allowed to win prizes? I say NO!

There is a discussion up here in Canada about lottery retailers winning an inordinate amount of lottery prizes. I think there's an easy way to stop any fraud, don't let them buy tickets at all. Employees aren't allowed to enter any other companies' contests why should they?
