Need Software Program

I am looking for a freeware program that is like the sticky notes program, but the notes stay in the program, not on your desktop. If you get what I mean. I want to write my research notes basically on cards that I can "shuffle" around and re-arrange. But, I don't want them on my desktop all the time. The card would also be divided with a wide area for the text and a small side area where I can write my own thoughts to what I am taking notes on, or questions I need to follow up on or whatever. Just typing the notes into Word is not working. It is too hard to get a visual layout and move things around without a lot of effort. If you have 50 pages of notes and you want to move a note from page 48 to 8, you might get lost as to where you want it exactly. Plus, my own thoughts get blended in and the questions never get followed up. Basically, I think I want index cards in a program where I can move them onscreen. Any ideas? Thanks.
