Get a US bank account online?

I was looking for payment options today and came across this. What do you all think? It looks very much like a scam, but it would be so nice if it were true!

My friend, I have good news for you. You can get a free checking account from Wachovia Bank www.wachovia.com in USA. It's free as in totally free - no min balance, no starting fee, no maintenance fee, etc.
I have done a lot of research on this and I am in the process of getting mine set up too. But I have not done it because I keep procrastinating. There are documents that are required such as copies of your passport verified by your country's ministry of foreign affairs, 2 bank references, etc. If you are interested, you can correspond with them via email - check their website.
Alternatively I have singled out the department in charge. You can call them straight at +1-305-513-6262. You do not need to visit the States to get the account done - they just need you on the phone, and for you to post some verifications.
Alternatively, you may choose to approach Wells Fargo Bank. These 2 are the only 2 US banks (that are still big and credible) that I know of that accept non-US citizens/residents as account holders. The customer service for Wells Fargo is very bad though so I changed my mind about getting an account from them. Then I came upon Wachovia and the rest is history.

No.. that's exactly what I said.. these are the only 2 banks I find that accept "aliens".
