Are children over-burdened now-a-days?

I feel that the childhood of the children is lost today. They are over-burdened, may it be school or home. Don't you feel pity when you see huge bags loaded on their backs. School work then home-work and if the parents don't have time to teach their children, then there is still the burden of private tutions. Should'nt the higher authorities related to the school education do something for them?
