people handicapped

I know one old lady in need of a wheel chair. Wheel chair providers need one application to be filled one full size photo to be taken, medical certificate to be given copy of ID to be given. But to do all these they need a little money
and manpower, so what happens they are going to drop the idea of taking wheel chair freely given ? Would u please tell me what is your opinion to help them out ?

Try to convince rich people to help handicapped and poor people. Ask them not to buy luxurious car and buy wheelchairs instead. That way, it would be a lot easier to give a wheelchair to whoever needs it. And there will be not much need for all those requirements. I dont know if I make sense. But Im sure I do for some point.

Goodness. I though wheelchairs were freely given to people in need! That is awful. I think something needs to be changed regarding that.
