How much do babysitters get paid in your area?

I've been having a discussion with one of my friends. She thinks that it is ok to pay the babysitter $5 per hour. That is less than minimum wage. I say that your child is very important and you should pay a babysitter more like $10 an hour. I am not talking about day care. I am talking about how much to pay the babysitter when they watch the kids while the mom and dad go to the movies or to dinner. How much do you pay your babysitter? Do you pay more if the babysitter is older or knows CPR or cooks? How much do you pay if you have 2 or 3 kids? Do you expect the babysitter to wash the dishes they use to cook the kids food?
