How do choose your new computer?

I just bought the new computer at work on 21/3/2007.
Acer brand Intel celeron 3.2Ghz
HDD 80gbs,RAM 512,Printer 1020,Chair+Table
UPS,LCD 17" Acer, it costs about US$880.
What do you think?
My brother is going to buy a new one for his study.
He will spend his budget about US$700 on Desk top computer.
I am still looking some good advice for him before he buys.
This post will be also good advice for other people.

I am not very techno savvy but I am learning lol..Both comps I have were gifts..I have my mac from hubby..believe it or not that was a kinda first meeting me present..how romantic eh?
and the other is from my dad..so so far I haven't had the chance to choose one lol
