How much would starting a site similar to MyLot cost ? How difficult can it be ?

I mean there are so many people anxious to earn a dollar a day from the internet , so I wonder why not go the extra step ? Everybody is familiar with the "website-traffic-google adsense- paid ads - money" cycle , why hasn't anyone from the users on this site tried to start a similar site ? ( thanks to mylot for allowing this discussion :D )
