Right know I would run with Bush and his oil buddies are running up the price of oil. While we are at it the whole Republican party is paid for by Big Oil. Of course I could also go with Bush is an Alien and not the one from Mexico. He is working for some outer space emperor who want to take over Earth. This emperor needs to weaken Earth only super power, so he switches one of his best agents for Goerge W. Bush. Know that sounds like a good one, why not use that one.
