Whyh does PAYPAL doens't accept members from all countryes?

i just wanna register on paypal...and i sow that they didn't accept members from my country (ROMANIA) why?
becouse here are some some "bad" peoples for this site ...i think is not fair becouse of some peoples all country peoples must be punished..:-s
Are mamy country's unacepted on paypal?

I can't join Paypal too, actually most of the world can't, just a few countries are accepted.. I don't think it's discrimination, they need to make banking arrangement in each country they operate in or at least this how they explain it, they need to be approved by the banking systems in each country to allow fast and direct transfers. not all the countries now approved can withdraw money, some can only use it to pay not to withdraw because of local banks restrictions..

Have you tried an e-gold account to see if you can sign up there and get paid..
