If you can help catch the thief without endangering yourself, why not? It would be a good deed and good for your karma. :)
Otherwise, try to note down the facial details, clothings, etc of the man or snap a picture of him if possible. This will help the police in their search.

You are very clever and you have given me several ways. But I think the people around us will not take it seriousely. You intend to ask help for the police, but the police will handle it? Of course not. They don't take such a thing into consideration.

I'd yell "Hey! Stop! Theif!" while trying to get a good description of him. I'm not physically able to chase him. But if I were in the right position I might step in front of his running to slow him down. If he got away I'd comfort the lady and help her to call the police.
I always wonder what I would really do in that situation. Would I really be that brave? Or would I just watch it all happen and go on? I don't think I'd go on, unless there were people already helping the lady. But I'd like to think I'd have the courage to get in the theif's way.

That seems you had not met the situation like the woman. It is lucky enough for you.

Maybe everyone has the right to stop the crime. You seem to be a lawyer.
