Click bank doesn't have referral programs to refer new affiliates?

I think click bank have referral program to refer to new publishers but they dont have a referral prog. to refer new affiliates is that true?

What the meaning no new affliate for this bank, may be only city bank doesn't have referral programs but the other bank like BCA there is affliate and referall program just try it
