Why is the Philippine Elections not computerized yet?

Could anyone enlighten me why the philippines is still not observing computerized elections? We already have the system, millions have been paid to acquire it, why arent we using it. If there has been a scam in getting the machines, then punish the wrong doer. BUT, WHY ARE WE NOT USING IT. If its because of possible cheating in the polls then its no different manually, country wide cheatings have been happening and a lot of people have died because of it. We already have the system, why not use it?

Simple. Philippines has no budget for such idea and it is more easy to cheat without a computer.

we already have the machines. people to handle the machines. even the paper to use. meralco to provide the electricity, technology to provide connections.

If we are going to computerize our election, it's hard to cheat. How could those mighty ones stay in power if we computerize our election? They are the best cheaters and they want to stay in power.
